Minutes of the Meeting of the Cortland County IDA

Chairman Paul Slowey called a meeting of the Cortland County Industrial Development Agency to order at 12:06 p.m. on Wednesday, June 20, 2007 at the BDC/IDA office, 37 Church Street, Cortland, New York 13045.

ROLL CALL AND CALL TO ORDER

The following members were present:

  • Steve Compagni
  • Tom Gallagher
  • Mike McMahon
  • John Reagan
  • Paul Slowey

The following members were absent:

  • Steve Harrington
  • Frank Suits, Jr.

The following staff were present:

  • Karen Niday, Empire Zone Coordinator
  • Sandy Griep, Office Manager
  • John Sidd, Corporate Counsel

The following guests/media were present:

  • Christine Laubenstein, Cortland Standard

OLD BUSINESS

The IDA was called together to vote on the PILOT application from Empire Agri-Fuel. Dr. Ray Cross, President of Morrisville State College attended the May meeting to make a presentation on the project and answer questions. Dr. Mason Somerville attended the regular June IDA meeting to make a presentation on the project and answer questions, but there was not a quorum at the regular June meeting. The application was discussed at this special meeting, and a vote was called. However, there was an insufficient number votes at the special meeting to proceed, because of majority of the board needed to be present and vote in the affirmative.

Paul Slowey abstained from the vote because of a possible future conflict of interest.

  • Compagni - Yes
  • Reagan - No

Since four yes votes (a majority of the IDA) were needed to carry the vote, there were not enough votes to move the action forward.

The issue will be re-presented at the July 9 meeting, and members with questions are asked to submit them in advance of the meeting be sure that all issues are answered.

ADJOURN

On a motion made by John Reagan seconded by Mike McMahon, the IDA adjourned at 12:30 pm.
